My dog has lumps on his body, up his nose, and in eyes?

For a while my dog has been getting lumps all over his body, he has been checked by the vet and she didnt know what they were, she said she hadnt seen bumps like that. We had them biopsied with no results of anything! Steroids took them away, but made him unfriendly so we had to take him off because I have small children. These bumps would come and go. So he had bumps on his body, then got one in his eye it appeared and in his nose. The vet gave an antihistamine, which got rid of them, but they came back two weeks later, tried the same meds and it did nothing. We took him to another vet to figure out what these are, she hasnt seen it either. She wants to biopsy again! The eyes, its like behind the lower lid is totally inflammed, the inner eyelid? and he has it up his nose to the point where he is having a really really hard time breathing, he has to breath through his mouth and nose, he sounds rabid! She gave us an anti-inflammatory for it, but he is just getting worse as each day goes by! We are at a loss as to what to do, these vets havent seen this before! Just hoping someone else has had this happen to their dog and can offer some ideas as to what to tell the vet to investigate. My poor dog, Im scared he will suffocate at night and die its that bad!
